1923年9月，關東大地震重創東京，因天災而起的虛假謠言四起，當地民眾對於朝鮮人的惡意眼光撲面而來。某日，一組賣藥商隊攜家帶眷，從日本香川出發行商，行經關東村落時，偶遇孤身於街頭販賣糖果的朝鮮女孩，商隊的領袖出於善意伸出援手，卻意外因口音而招致村民誤認為朝鮮人，百名民眾隨即展開獵巫行動，對商隊成員們虐打殘殺。在側旁觀的是剛從朝鮮京城歸國的日本夫婦，儘管平日裡受到村民的尊崇，此時卻也束手無策，最終釀成一起因種族衝突而起的人間悲劇。
本片由井浦新、田中麗奈、永山瑛太、東出昌大主演，緣起於一篇為事件受害者立碑的報導，日本重量級紀錄片導演森達也首度以劇情敘事形式，勾勒日本官方長期忽視、史稱「福田村事件」的暴力事件。出於對悲劇的始末、集體恐懼如何助長排他行徑的好奇，這起暴力事件成為森達也探索人性幽微之處的起點。
On September 1st, 1923, an extreme quake strikes Japan's Kanto region, destroying property and killing many innocent lives. With martial law imposed following the disaster, false rumors about Koreans looting and preparing to initiate a riot begin to spread rapidly to towns and villages in the region, eventually reaching Fukuda Village. A local newspaper scrambles to verify the rumors but cannot clarify the truth.
Taking advantage of the turmoil, the Kameido police station secretly starts suppressing socialists. And on September 6th, the piling coincidences, anxiety, and fear spark a tragic incident that would later be buried in history.
